Standard Manchester Terrier "Blackjack".  Roosevelt was President from 1901-1909 and Blackjack
is listed on the roster of White House pets.

The above political cartoon was penned by Vinzento Zito, a famed art deco cartoonist of the early 20th century.  The subject reflects a 1930s "Curb Your Dog" campaign designed to keep city dogs from relieving themselves on trees and fire hydrants.  In addition to signs cautioning owners, some cities places fences around trees and hydrants, as seen here.
